Travelling with Your Pet from Dubai: Export Health Certificates, Rabies Titres, and Country Requirements

Pet travel from Dubai to most developed countries involves a sequence of steps that must be done in the right order and within specific timeframes. Missing one step — or doing them out of order — can result in your pet being refused entry, quarantined, or returned to the country of origin. Unlike booking a flight, you cannot solve this at the last minute.

The most common mistake is underestimating the timeline. For travel to the UK, EU, Australia, and New Zealand in particular, certain requirements must be met months before your travel date. Understanding what is needed, and when, is the first step to a smooth journey for your pet.

Almost every country requires that your pet be microchipped with an ISO 11784/11785 compliant chip (15-digit, 134.2 kHz) before any other health steps are taken. This is because the microchip is the unique identifier that links your pet to their health records. If your pet is microchipped after their rabies vaccination, the vaccination may not count for entry purposes — the chip must come first.

Rabies vaccination is the other universal requirement. The vaccination must be administered to a microchipped animal, and the documentation must record both the microchip number and the vaccine details (brand, batch number, expiry date, date given, and next due date). The UK and EU require a rabies neutralising antibody titre test in addition to vaccination. This blood test checks that your pet's immune system has responded adequately to the rabies vaccine — producing enough antibodies to meet the accepted threshold of 0.5 IU/mL or above.

The test must be done at an EU-approved laboratory. In Dubai, blood samples for titre testing are sent to approved labs in Europe or elsewhere. The critical timing rules are: the titre test cannot be done until at least 30 days after the rabies vaccination; and the waiting period before travel to the UK or EU begins from the date of the blood sample, not the date of the result. The minimum waiting period is 3 months after the titre blood draw (for the EU) or varies for the UK — check current APHA guidance.

This means that if you plan to travel to the UK or EU, you should begin the process at least 4–6 months before your intended travel date — sooner if your pet is not yet vaccinated. At Mike's Vet, we can advise you on the exact timeline based on your destination and current vaccine status.

Australia and New Zealand have among the strictest pet import rules in the world, reflecting their status as rabies-free countries with unique native ecosystems. Requirements include: microchipping, rabies vaccination and titre testing, treatment for parasites and ticks, mandatory quarantine (which can be months), and an import permit obtained before travel.

Dogs coming from the UAE are typically classified as Category 3 countries, meaning they face the full quarantine protocol. Given the complexity and cost, we strongly recommend consulting a specialist pet relocation service and a vet accredited for export documentation well in advance — ideally 12 months or more before your intended travel date.

Most countries require an official export health certificate — a government-approved document signed by an accredited vet, certifying that your pet meets all entry requirements for the destination country. This certificate typically has a very short validity window: for the UK and EU, it must be issued within 10 days of travel.
